加(jia)強數(shu)(shu)(shu)(shu)字政(zheng)府建設是(shi)適應新(xin)(xin)一輪科技革命和(he)產業變革趨勢、引領(ling)驅動(dong)數(shu)(shu)(shu)(shu)字經濟(ji)發(fa)展和(he)數(shu)(shu)(shu)(shu)字社會建設、營造良好數(shu)(shu)(shu)(shu)字生態、加(jia)快(kuai)(kuai)數(shu)(shu)(shu)(shu)字化發(fa)展的必然要求,是(shi)建設網絡強國、數(shu)(shu)(shu)(shu)字中(zhong)國的基礎(chu)性和(he)先導(dao)性工程,是(shi)創新(xin)(xin)政(zheng)府治(zhi)(zhi)(zhi)理(li)(li)理(li)(li)念和(he)方式、形成數(shu)(shu)(shu)(shu)字治(zhi)(zhi)(zhi)理(li)(li)新(xin)(xin)格局、推進國家治(zhi)(zhi)(zhi)理(li)(li)體(ti)系和(he)治(zhi)(zhi)(zhi)理(li)(li)能力現代化的重要舉措,對加(jia)快(kuai)(kuai)轉變政(zheng)府職(zhi)能,建設法治(zhi)(zhi)(zhi)政(zheng)府、廉潔政(zheng)府和(he)服務型政(zheng)府意義(yi)重大(da)。為貫徹落實黨中(zhong)央、國務院(yuan)關于加(jia)強數(shu)(shu)(shu)(shu)字政(zheng)府建設的重大(da)決策部署,現提出以下意見。
一、發(fa)展現狀和總(zong)體要求
(一)發展現狀。
黨的十(shi)八大(da)(da)(da)(da)以來(lai),黨中央、國務(wu)院從推進國家治(zhi)理(li)(li)體(ti)系(xi)和治(zhi)理(li)(li)能(neng)力(li)現(xian)代化(hua)全局出(chu)發(fa)(fa),準確把握全球數(shu)(shu)字(zi)(zi)(zi)(zi)化(hua)、網(wang)(wang)(wang)絡化(hua)、智(zhi)能(neng)化(hua)發(fa)(fa)展趨勢和特點,圍繞實(shi)施(shi)網(wang)(wang)(wang)絡強國戰略、大(da)(da)(da)(da)數(shu)(shu)據戰略等(deng)作出(chu)了一系(xi)列重大(da)(da)(da)(da)部署。經過各(ge)方面(mian)共(gong)同(tong)努力(li),各(ge)級政(zheng)(zheng)府(fu)(fu)業(ye)務(wu)信息系(xi)統(tong)建設(she)和應用成效顯著,數(shu)(shu)據共(gong)享和開發(fa)(fa)利用取(qu)得積(ji)極(ji)進展,一體(ti)化(hua)政(zheng)(zheng)務(wu)服務(wu)和監(jian)管效能(neng)大(da)(da)(da)(da)幅提(ti)(ti)升,“最多跑一次”、“一網(wang)(wang)(wang)通辦”、“一網(wang)(wang)(wang)統(tong)管”、“一網(wang)(wang)(wang)協同(tong)”、“接訴(su)即辦”等(deng)創(chuang)新實(shi)踐不(bu)斷涌(yong)現(xian),數(shu)(shu)字(zi)(zi)(zi)(zi)技術在(zai)新冠(guan)肺炎疫情防控中發(fa)(fa)揮(hui)重要支撐(cheng)作用,數(shu)(shu)字(zi)(zi)(zi)(zi)治(zhi)理(li)(li)成效不(bu)斷顯現(xian),為邁入數(shu)(shu)字(zi)(zi)(zi)(zi)政(zheng)(zheng)府(fu)(fu)建設(she)新階段打下了堅實(shi)基礎。但(dan)同(tong)時,數(shu)(shu)字(zi)(zi)(zi)(zi)政(zheng)(zheng)府(fu)(fu)建設(she)仍存在(zai)一些突出(chu)問題,主要是(shi)頂(ding)層設(she)計不(bu)足,體(ti)制(zhi)機(ji)制(zhi)不(bu)夠健全,創(chuang)新應用能(neng)力(li)不(bu)強,數(shu)(shu)據壁壘依然存在(zai),網(wang)(wang)(wang)絡安全保障體(ti)系(xi)還有不(bu)少(shao)突出(chu)短板,干部隊伍數(shu)(shu)字(zi)(zi)(zi)(zi)意識和數(shu)(shu)字(zi)(zi)(zi)(zi)素養(yang)有待提(ti)(ti)升,政(zheng)(zheng)府(fu)(fu)治(zhi)理(li)(li)數(shu)(shu)字(zi)(zi)(zi)(zi)化(hua)水平(ping)與國家治(zhi)理(li)(li)現(xian)代化(hua)要求還存在(zai)較大(da)(da)(da)(da)差距。
當前,我國已經(jing)(jing)開啟全(quan)面建(jian)設(she)(she)社會(hui)主(zhu)義現代化(hua)(hua)國家的(de)新(xin)征程,推進(jin)國家治(zhi)理(li)體系和治(zhi)理(li)能力現代化(hua)(hua)、適應(ying)(ying)人民日益增長的(de)美好生活需要,對(dui)數字(zi)政府(fu)建(jian)設(she)(she)提出了新(xin)的(de)更高要求。要主(zhu)動順應(ying)(ying)經(jing)(jing)濟(ji)社會(hui)數字(zi)化(hua)(hua)轉型(xing)趨(qu)勢,充分釋(shi)放數字(zi)化(hua)(hua)發展紅利,進(jin)一步加大力度,改革突破,創(chuang)新(xin)發展,全(quan)面開創(chuang)數字(zi)政府(fu)建(jian)設(she)(she)新(xin)局面。
(二(er))總體要求。
1.指導思想。
高舉中國(guo)(guo)特色(se)社會主(zhu)義偉(wei)大旗(qi)幟,堅(jian)持以習近平新時代中國(guo)(guo)特色(se)社會主(zhu)義思(si)想為指導,全(quan)面(mian)貫徹黨的十(shi)九(jiu)大和十(shi)九(jiu)屆歷次(ci)全(quan)會精神,深入貫徹習近平總(zong)書記關于(yu)網絡強國(guo)(guo)的重(zhong)要思(si)想,認真(zhen)落實黨中央、國(guo)(guo)務(wu)院決策(ce)部署,立足(zu)新發(fa)展(zhan)階段,完整、準確(que)、全(quan)面(mian)貫徹新發(fa)展(zhan)理(li)念,構建(jian)(jian)新發(fa)展(zhan)格局,將數(shu)(shu)字(zi)(zi)(zi)技術廣泛應(ying)用于(yu)政(zheng)府管(guan)理(li)服務(wu),推進政(zheng)府治理(li)流(liu)程優化、模式(shi)創(chuang)新和履職能力提(ti)升,構建(jian)(jian)數(shu)(shu)字(zi)(zi)(zi)化、智能化的政(zheng)府運行新形態,充分發(fa)揮數(shu)(shu)字(zi)(zi)(zi)政(zheng)府建(jian)(jian)設對數(shu)(shu)字(zi)(zi)(zi)經濟、數(shu)(shu)字(zi)(zi)(zi)社會、數(shu)(shu)字(zi)(zi)(zi)生態的引領作用,促進經濟社會高質量發(fa)展(zhan),不斷增強人民群眾獲得感(gan)、幸(xing)福感(gan)、安全(quan)感(gan),為推進國(guo)(guo)家治理(li)體系和治理(li)能力現代化提(ti)供有力支(zhi)撐。
2.基(ji)本(ben)原則。
堅持(chi)(chi)黨(dang)(dang)的(de)全(quan)(quan)面(mian)領(ling)(ling)導。充分發(fa)揮(hui)黨(dang)(dang)總攬全(quan)(quan)局、協調各(ge)方的(de)領(ling)(ling)導核心(xin)作用,全(quan)(quan)面(mian)貫(guan)徹黨(dang)(dang)中央、國務院重大決策部署,將堅持(chi)(chi)和加強黨(dang)(dang)的(de)全(quan)(quan)面(mian)領(ling)(ling)導貫(guan)穿數(shu)字(zi)(zi)政(zheng)府建(jian)設各(ge)領(ling)(ling)域各(ge)環(huan)節,貫(guan)穿政(zheng)府數(shu)字(zi)(zi)化改革和制度創新全(quan)(quan)過程(cheng),確保數(shu)字(zi)(zi)政(zheng)府建(jian)設正(zheng)確方向。
堅持以(yi)人民為中心。始(shi)終把滿足人民對美好生活(huo)的(de)向往(wang)作(zuo)為數(shu)(shu)(shu)字(zi)(zi)政(zheng)府建設(she)的(de)出發點和落腳點,著力(li)破解(jie)企(qi)業和群眾反映(ying)強烈的(de)辦事難、辦事慢(man)、辦事繁問題,堅持數(shu)(shu)(shu)字(zi)(zi)普惠,消除“數(shu)(shu)(shu)字(zi)(zi)鴻溝”,讓數(shu)(shu)(shu)字(zi)(zi)政(zheng)府建設(she)成果更(geng)(geng)多更(geng)(geng)公平惠及(ji)全體人民。
堅持改(gai)(gai)革引領(ling)。圍(wei)繞經濟(ji)社會發展迫(po)切需要,著力(li)(li)強化(hua)(hua)改(gai)(gai)革思維,注重頂層設計和(he)基層探(tan)索有機結合、技術創(chuang)新和(he)制度創(chuang)新雙輪驅動(dong),以數字化(hua)(hua)改(gai)(gai)革助(zhu)力(li)(li)政府(fu)職能轉變,促進政府(fu)治理(li)各方面改(gai)(gai)革創(chuang)新,推動(dong)政府(fu)治理(li)法(fa)治化(hua)(hua)與數字化(hua)(hua)深度融合。
堅持數據(ju)(ju)賦(fu)能。建立健(jian)全數據(ju)(ju)治理(li)制度和(he)(he)標準體系(xi),加強數據(ju)(ju)匯聚融合(he)、共(gong)享開(kai)放(fang)和(he)(he)開(kai)發(fa)利用(yong),促(cu)進數據(ju)(ju)依法有序(xu)流動,充(chong)分發(fa)揮數據(ju)(ju)的基(ji)礎資源作用(yong)和(he)(he)創新引擎作用(yong),提高政(zheng)府決策科學化水平和(he)(he)管理(li)服務效率,催生經濟社(she)會發(fa)展新動能。
堅持整(zheng)體協同。強化系統(tong)(tong)觀念,加強系統(tong)(tong)集成,全面提升數(shu)(shu)字政(zheng)(zheng)府集約(yue)化建設水(shui)平,統(tong)(tong)籌推(tui)進(jin)技術融(rong)(rong)合(he)(he)、業務(wu)融(rong)(rong)合(he)(he)、數(shu)(shu)據(ju)融(rong)(rong)合(he)(he),提升跨(kua)層級(ji)、跨(kua)地域(yu)、跨(kua)系統(tong)(tong)、跨(kua)部門、跨(kua)業務(wu)的協同管理(li)和服務(wu)水(shui)平,做好與相關領域(yu)改革和“十(shi)四五(wu)”規劃的有效銜接、統(tong)(tong)籌推(tui)進(jin),促進(jin)數(shu)(shu)字政(zheng)(zheng)府建設與數(shu)(shu)字經濟、數(shu)(shu)字社會協調(diao)發展(zhan)。
堅持(chi)安(an)全(quan)(quan)可控。全(quan)(quan)面落(luo)實(shi)總(zong)體國家安(an)全(quan)(quan)觀(guan),堅持(chi)促進(jin)發展和依法(fa)管理相統一(yi)、安(an)全(quan)(quan)可控和開放創新(xin)并(bing)重,嚴格落(luo)實(shi)網(wang)絡安(an)全(quan)(quan)各(ge)項法(fa)律法(fa)規制(zhi)度,全(quan)(quan)面構建制(zhi)度、管理和技術銜接配套的安(an)全(quan)(quan)防護(hu)體系,切實(shi)守住網(wang)絡安(an)全(quan)(quan)底(di)線。
3.主要目標。
到2025年,與政(zheng)(zheng)府(fu)治(zhi)理能力(li)現(xian)代(dai)化(hua)相適應的數(shu)字(zi)政(zheng)(zheng)府(fu)頂層設(she)計更加完善、統籌協調機(ji)制更加健全(quan),政(zheng)(zheng)府(fu)數(shu)字(zi)化(hua)履職能力(li)、安(an)全(quan)保(bao)障(zhang)、制度規則、數(shu)據資源、平臺支(zhi)撐等數(shu)字(zi)政(zheng)(zheng)府(fu)體系框架基本形成,政(zheng)(zheng)府(fu)履職數(shu)字(zi)化(hua)、智能化(hua)水平顯著提升(sheng),政(zheng)(zheng)府(fu)決(jue)策科學化(hua)、社(she)會(hui)治(zhi)理精準化(hua)、公共服務高效(xiao)化(hua)取得(de)重(zhong)要進展(zhan),數(shu)字(zi)政(zheng)(zheng)府(fu)建(jian)設(she)在服務黨和國家(jia)重(zhong)大戰略、促進經濟社(she)會(hui)高質量發展(zhan)、建(jian)設(she)人民滿意的服務型政(zheng)(zheng)府(fu)等方面(mian)發揮重(zhong)要作用。
到2035年,與(yu)國家治理體系(xi)和治理能力現(xian)代化相(xiang)適(shi)應的數(shu)字(zi)政府(fu)體系(xi)框架更(geng)加成(cheng)熟(shu)完(wan)備,整體協同、敏(min)捷高效、智能精準、開放透(tou)明、公平普惠的數(shu)字(zi)政府(fu)基本(ben)建成(cheng),為基本(ben)實現(xian)社(she)會主義現(xian)代化提供有力支撐。
二、構(gou)建協同高效(xiao)的政府(fu)數字化履職能力體系
全面推進政(zheng)府(fu)(fu)履職和政(zheng)務(wu)運行(xing)數字(zi)化轉型,統(tong)籌推進各行(xing)業(ye)各領域(yu)政(zheng)務(wu)應用系統(tong)集約建設、互(hu)聯互(hu)通、協同聯動(dong),創新行(xing)政(zheng)管理和服(fu)務(wu)方式,全面提升政(zheng)府(fu)(fu)履職效能。
(一)強化經(jing)濟運行大數(shu)據監測分析,提升經(jing)濟調節能力。
將數字技術廣泛應(ying)用(yong)(yong)于宏觀調控決策、經(jing)(jing)(jing)(jing)(jing)濟(ji)社(she)會(hui)發展分(fen)析、投資監(jian)督管(guan)理、財政(zheng)預(yu)(yu)算管(guan)理、數字經(jing)(jing)(jing)(jing)(jing)濟(ji)治(zhi)理等方面,全(quan)(quan)面提(ti)(ti)升(sheng)(sheng)政(zheng)府經(jing)(jing)(jing)(jing)(jing)濟(ji)調節(jie)數字化(hua)水平。加強經(jing)(jing)(jing)(jing)(jing)濟(ji)數據整(zheng)合、匯聚(ju)、治(zhi)理。全(quan)(quan)面構(gou)建經(jing)(jing)(jing)(jing)(jing)濟(ji)治(zhi)理基礎(chu)數據庫,加強對(dui)涉及國(guo)計民生關(guan)鍵數據的全(quan)(quan)鏈條全(quan)(quan)流程治(zhi)理和(he)應(ying)用(yong)(yong),賦能(neng)傳統(tong)產(chan)業(ye)轉(zhuan)型升(sheng)(sheng)級(ji)和(he)新(xin)興(xing)產(chan)業(ye)高質(zhi)量發展。運(yun)用(yong)(yong)大數據強化(hua)經(jing)(jing)(jing)(jing)(jing)濟(ji)監(jian)測預(yu)(yu)警。加強覆蓋經(jing)(jing)(jing)(jing)(jing)濟(ji)運(yun)行(xing)全(quan)(quan)周(zhou)(zhou)期(qi)(qi)的統(tong)計監(jian)測和(he)綜(zong)(zong)合分(fen)析能(neng)力,強化(hua)經(jing)(jing)(jing)(jing)(jing)濟(ji)趨(qu)勢研判(pan),助(zhu)力跨(kua)周(zhou)(zhou)期(qi)(qi)政(zheng)策設(she)計,提(ti)(ti)高逆周(zhou)(zhou)期(qi)(qi)調節(jie)能(neng)力。提(ti)(ti)升(sheng)(sheng)經(jing)(jing)(jing)(jing)(jing)濟(ji)政(zheng)策精準性(xing)和(he)協調性(xing)。充(chong)分(fen)發揮國(guo)家規劃綜(zong)(zong)合管(guan)理信息平臺作用(yong)(yong),強化(hua)經(jing)(jing)(jing)(jing)(jing)濟(ji)運(yun)行(xing)動態感知,促進各領(ling)域經(jing)(jing)(jing)(jing)(jing)濟(ji)政(zheng)策有效銜接,持(chi)續提(ti)(ti)升(sheng)(sheng)經(jing)(jing)(jing)(jing)(jing)濟(ji)調節(jie)政(zheng)策的科(ke)學性(xing)、預(yu)(yu)見性(xing)和(he)有效性(xing)。
(二)大力推(tui)行智慧監管,提升市場(chang)監管能(neng)力。
充分運用(yong)(yong)數(shu)(shu)(shu)字技(ji)術支撐(cheng)構(gou)建(jian)(jian)新(xin)(xin)型(xing)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)機(ji)制(zhi),加快建(jian)(jian)立全(quan)(quan)(quan)方位、多層(ceng)次、立體(ti)化(hua)(hua)(hua)(hua)(hua)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)體(ti)系,實(shi)現事前事中(zhong)事后全(quan)(quan)(quan)鏈(lian)條全(quan)(quan)(quan)領域監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan),以(yi)(yi)有(you)效監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)維(wei)護公平(ping)(ping)競爭的(de)(de)市(shi)場(chang)秩序。以(yi)(yi)數(shu)(shu)(shu)字化(hua)(hua)(hua)(hua)(hua)手段(duan)提(ti)升(sheng)(sheng)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)精(jing)準化(hua)(hua)(hua)(hua)(hua)水(shui)平(ping)(ping)。加強(qiang)(qiang)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)事項(xiang)清單數(shu)(shu)(shu)字化(hua)(hua)(hua)(hua)(hua)管(guan)(guan)(guan)(guan)(guan)理,運用(yong)(yong)多源(yuan)數(shu)(shu)(shu)據為市(shi)場(chang)主(zhu)體(ti)精(jing)準“畫像”,強(qiang)(qiang)化(hua)(hua)(hua)(hua)(hua)風險研判與(yu)預測預警(jing)。加強(qiang)(qiang)“雙隨機(ji)、一公開(kai)”監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)工作(zuo)平(ping)(ping)臺建(jian)(jian)設,根據企業信(xin)用(yong)(yong)實(shi)施差(cha)異化(hua)(hua)(hua)(hua)(hua)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)。加強(qiang)(qiang)重(zhong)點(dian)領域的(de)(de)全(quan)(quan)(quan)主(zhu)體(ti)、全(quan)(quan)(quan)品(pin)種(zhong)、全(quan)(quan)(quan)鏈(lian)條數(shu)(shu)(shu)字化(hua)(hua)(hua)(hua)(hua)追溯監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)。以(yi)(yi)一體(ti)化(hua)(hua)(hua)(hua)(hua)在線監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)提(ti)升(sheng)(sheng)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)協同(tong)(tong)化(hua)(hua)(hua)(hua)(hua)水(shui)平(ping)(ping)。大力推行“互聯(lian)網+監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)”,構(gou)建(jian)(jian)全(quan)(quan)(quan)國一體(ti)化(hua)(hua)(hua)(hua)(hua)在線監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)平(ping)(ping)臺,推動監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)數(shu)(shu)(shu)據和行政執法(fa)信(xin)息歸(gui)集共享(xiang)和有(you)效利用(yong)(yong),強(qiang)(qiang)化(hua)(hua)(hua)(hua)(hua)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)數(shu)(shu)(shu)據治理,推動跨(kua)地(di)區、跨(kua)部門、跨(kua)層(ceng)級協同(tong)(tong)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan),提(ti)升(sheng)(sheng)數(shu)(shu)(shu)字貿易(yi)跨(kua)境監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)能(neng)力。以(yi)(yi)新(xin)(xin)型(xing)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)技(ji)術提(ti)升(sheng)(sheng)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)智能(neng)化(hua)(hua)(hua)(hua)(hua)水(shui)平(ping)(ping)。充分運用(yong)(yong)非現場(chang)、物聯(lian)感知(zhi)、掌上移動、穿透(tou)式(shi)等新(xin)(xin)型(xing)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)手段(duan),彌補監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)短板(ban),提(ti)升(sheng)(sheng)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)效能(neng)。強(qiang)(qiang)化(hua)(hua)(hua)(hua)(hua)以(yi)(yi)網管(guan)(guan)(guan)(guan)(guan)網,加強(qiang)(qiang)平(ping)(ping)臺經濟等重(zhong)點(dian)領域監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)執法(fa),全(quan)(quan)(quan)面(mian)提(ti)升(sheng)(sheng)對新(xin)(xin)技(ji)術、新(xin)(xin)產(chan)業、新(xin)(xin)業態(tai)、新(xin)(xin)模式(shi)的(de)(de)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)能(neng)力。
(三(san))積極(ji)推動數字化治理(li)(li)模式(shi)創新,提升社會管理(li)(li)能力。

三、構建數字政(zheng)府全方位安全保障體系

(一)強(qiang)化(hua)安全管理責(ze)任。
各(ge)地區各(ge)部(bu)門按照職責(ze)分(fen)工,統籌做好數(shu)(shu)字政(zheng)府(fu)建(jian)設(she)安全和(he)保密工作,落(luo)實(shi)(shi)主體(ti)責(ze)任(ren)和(he)監督責(ze)任(ren),構建(jian)全方位、多層(ceng)級、一體(ti)化安全防護體(ti)系(xi),形(xing)成跨地區、跨部(bu)門、跨層(ceng)級的(de)協同聯(lian)動機制。建(jian)立數(shu)(shu)字政(zheng)府(fu)安全評估、責(ze)任(ren)落(luo)實(shi)(shi)和(he)重(zhong)大事件處置機制,加強對參(can)與政(zheng)府(fu)信息化建(jian)設(she)、運營企業(ye)的(de)規范管(guan)理(li),確(que)保政(zheng)務(wu)系(xi)統和(he)數(shu)(shu)據安全管(guan)理(li)邊(bian)界清晰、職責(ze)明確(que)、責(ze)任(ren)落(luo)實(shi)(shi)。

四、構(gou)建科(ke)學規(gui)范的數字政府建設制度規(gui)則體系
  以數(shu)字化改革促(cu)進制度創新,保(bao)障數(shu)字政府建(jian)設(she)和運行整體協同、智能高效、平穩有序(xu),實現政府治(zhi)理(li)方式變革和治(zhi)理(li)能力(li)提升(sheng)。

推(tui)動形(xing)成國(guo)家法(fa)律和(he)(he)黨內(nei)法(fa)規相(xiang)輔相(xiang)成的(de)(de)格局,全面建設(she)數(shu)字(zi)(zi)法(fa)治政(zheng)府(fu),依(yi)法(fa)依(yi)規推(tui)進技(ji)術應(ying)用、流程優化和(he)(he)制(zhi)度創新,消除(chu)技(ji)術歧視,保障個人隱私(si),維(wei)護市場(chang)主體和(he)(he)人民群眾利益。持續抓好現行法(fa)律法(fa)規貫徹落實,細化完善配套措施,確保相(xiang)關規定落到實處、取得實效。推(tui)動及(ji)時(shi)修訂和(he)(he)清理現行法(fa)律法(fa)規中與數(shu)字(zi)(zi)政(zheng)府(fu)建設(she)不(bu)相(xiang)適(shi)(shi)應(ying)的(de)(de)條款(kuan),將經過實踐(jian)檢驗行之有(you)效的(de)(de)做法(fa)及(ji)時(shi)上升為制(zhi)度規范,加快完善與數(shu)字(zi)(zi)政(zheng)府(fu)建設(she)相(xiang)適(shi)(shi)應(ying)的(de)(de)法(fa)律法(fa)規框(kuang)架(jia)體系。
(四)健全標準規(gui)范。
推(tui)進(jin)數(shu)據(ju)開發利用(yong)、系統(tong)整合共(gong)享、共(gong)性辦公(gong)應用(yong)、關鍵政務應用(yong)等標(biao)準(zhun)制定(ding),持續完善已有(you)關鍵標(biao)準(zhun),推(tui)動(dong)構建多維標(biao)準(zhun)規范體系。加大數(shu)字(zi)(zi)(zi)政府標(biao)準(zhun)推(tui)廣執行力度,建立(li)評估驗證機(ji)制,提升應用(yong)水平,以標(biao)準(zhun)化促(cu)進(jin)數(shu)字(zi)(zi)(zi)政府建設規范化。研(yan)究(jiu)設立(li)全國數(shu)字(zi)(zi)(zi)政府標(biao)準(zhun)化技術組織,統(tong)籌推(tui)進(jin)數(shu)字(zi)(zi)(zi)政府標(biao)準(zhun)化工(gong)作。

堅(jian)持加強黨的領(ling)導和(he)(he)尊重人民首(shou)創(chuang)(chuang)(chuang)精(jing)神(shen)相(xiang)結合,堅(jian)持全(quan)面(mian)部(bu)署和(he)(he)試點帶動相(xiang)促進。立足服(fu)務黨和(he)(he)國家工(gong)作大局,聚焦基礎性和(he)(he)具有重大牽引作用的改革(ge)舉(ju)措(cuo),探索開展綜合性改革(ge)試點,為國家戰略實施(shi)創(chuang)(chuang)(chuang)造良(liang)好條件。圍(wei)繞重點領(ling)域(yu)、關鍵環節、共性需求等(deng)有序開展試點示范(fan),鼓勵(li)各地區各部(bu)門開展應用創(chuang)(chuang)(chuang)新(xin)(xin)、服(fu)務創(chuang)(chuang)(chuang)新(xin)(xin)和(he)(he)模式創(chuang)(chuang)(chuang)新(xin)(xin),實現“國家統(tong)籌(chou)、一地創(chuang)(chuang)(chuang)新(xin)(xin)、各地復(fu)用”。科(ke)學把握時序、節奏和(he)(he)步驟,推動創(chuang)(chuang)(chuang)新(xin)(xin)試點工(gong)作總體可(ke)控、走深走實。

加(jia)快推(tui)進全(quan)國一體(ti)化政(zheng)務大數據體(ti)系建(jian)設,加(jia)強數據治理(li),依(yi)法依(yi)規(gui)促(cu)進數據高(gao)效共(gong)享和有(you)序(xu)開(kai)發利用,充分(fen)釋放(fang)數據要素價值,確保各類(lei)數據和個人信息安全(quan)。

編制公(gong)共(gong)(gong)(gong)數(shu)據(ju)(ju)開放目錄及相關責任清單,構(gou)建統(tong)一規范、互(hu)聯互(hu)通、安全可控的(de)國家公(gong)共(gong)(gong)(gong)數(shu)據(ju)(ju)開放平臺,分類分級開放公(gong)共(gong)(gong)(gong)數(shu)據(ju)(ju),有序推動(dong)公(gong)共(gong)(gong)(gong)數(shu)據(ju)(ju)資源開發利用,提升各行業(ye)各領域(yu)運用公(gong)共(gong)(gong)(gong)數(shu)據(ju)(ju)推動(dong)經濟社(she)會發展的(de)能力。推進(jin)(jin)社(she)會數(shu)據(ju)(ju)“統(tong)采共(gong)(gong)(gong)用”,實現數(shu)據(ju)(ju)跨(kua)地區(qu)、跨(kua)部門(men)、跨(kua)層(ceng)級共(gong)(gong)(gong)享共(gong)(gong)(gong)用,提升數(shu)據(ju)(ju)資源使用效益。推進(jin)(jin)公(gong)共(gong)(gong)(gong)數(shu)據(ju)(ju)、社(she)會數(shu)據(ju)(ju)融合(he)應用,促進(jin)(jin)數(shu)據(ju)(ju)流(liu)通利用。
六、構建(jian)智能集約(yue)的平臺支撐(cheng)體系
強化安(an)全可(ke)信的(de)信息技術應用創新,充(chong)分利(li)用現有(you)政(zheng)務信息平臺,整合(he)構建結(jie)構合(he)理、智能(neng)集約(yue)的(de)平臺支撐(cheng)體系,適度超前布局相(xiang)關新型基礎設施,全面(mian)夯實數字(zi)政(zheng)府(fu)建設根基。
(一)強化政務云(yun)平臺支撐能(neng)力(li)。

以數(shu)字(zi)(zi)政(zheng)府建設為(wei)牽引,拓展經濟發(fa)展新(xin)空間,培育經濟發(fa)展新(xin)動能,提(ti)高數(shu)字(zi)(zi)經濟治理體系和(he)治理能力現(xian)代化水(shui)平。準確把握行(xing)業(ye)和(he)企業(ye)發(fa)展需求,打造主動式(shi)、多層(ceng)次創新(xin)服(fu)務(wu)場景,精準匹配公(gong)共服(fu)務(wu)資(zi)源(yuan),提(ti)升社會服(fu)務(wu)數(shu)字(zi)(zi)化普惠(hui)水(shui)平,更好(hao)滿足數(shu)字(zi)(zi)經濟發(fa)展需要。完善數(shu)字(zi)(zi)經濟治理體系,探索建立與(yu)數(shu)字(zi)(zi)經濟持續健康發(fa)展相適應(ying)的(de)治理方式(shi),創新(xin)基(ji)于新(xin)技(ji)術手段的(de)監(jian)管模式(shi),把監(jian)管和(he)治理貫穿創新(xin)、生產(chan)、經營、投資(zi)全過程。壯大數(shu)據服(fu)務(wu)產(chan)業(ye),推動數(shu)字(zi)(zi)技(ji)術在數(shu)據匯聚、流(liu)通、交易中的(de)應(ying)用,進一(yi)步釋放(fang)數(shu)據紅利。

推(tui)(tui)(tui)動數(shu)字(zi)技(ji)術(shu)(shu)和傳統公共服務融合(he),著力普及數(shu)字(zi)設(she)(she)施、優化(hua)(hua)(hua)(hua)數(shu)字(zi)資源(yuan)供給,推(tui)(tui)(tui)動數(shu)字(zi)化(hua)(hua)(hua)(hua)服務普惠應用(yong)。推(tui)(tui)(tui)進智慧城(cheng)(cheng)市(shi)建(jian)設(she)(she),推(tui)(tui)(tui)動城(cheng)(cheng)市(shi)公共基(ji)礎設(she)(she)施數(shu)字(zi)轉型(xing)、智能(neng)升級(ji)、融合(he)創新,構建(jian)城(cheng)(cheng)市(shi)數(shu)據(ju)資源(yuan)體系,加快推(tui)(tui)(tui)進城(cheng)(cheng)市(shi)運(yun)行“一網(wang)統管”,探索城(cheng)(cheng)市(shi)信息(xi)模型(xing)、數(shu)字(zi)孿生(sheng)等新技(ji)術(shu)(shu)運(yun)用(yong),提(ti)升城(cheng)(cheng)市(shi)治理科學化(hua)(hua)(hua)(hua)、精細化(hua)(hua)(hua)(hua)、智能(neng)化(hua)(hua)(hua)(hua)水平。推(tui)(tui)(tui)進數(shu)字(zi)鄉(xiang)村(cun)建(jian)設(she)(she),以數(shu)字(zi)化(hua)(hua)(hua)(hua)支撐現代鄉(xiang)村(cun)治理體系,加快補齊鄉(xiang)村(cun)信息(xi)基(ji)礎設(she)(she)施短板,構建(jian)農(nong)業(ye)農(nong)村(cun)大數(shu)據(ju)體系,不斷提(ti)高面向農(nong)業(ye)農(nong)村(cun)的綜(zong)合(he)信息(xi)服務水平。

八(ba)、加強黨對數字政府建設工(gong)作(zuo)的領導
以(yi)習近平(ping)總書記關(guan)于網絡強(qiang)(qiang)國的重要(yao)思想為(wei)引領(ling),始終把黨(dang)的全面領(ling)導(dao)作為(wei)加強(qiang)(qiang)數(shu)字(zi)政(zheng)府建(jian)設(she)(she)、提高(gao)政(zheng)府管理服務能力(li)、推進國家治理體系和治理能力(li)現(xian)代化(hua)(hua)的根(gen)本保(bao)證,堅持(chi)正確政(zheng)治方向(xiang),把黨(dang)的政(zheng)治優勢、組織優勢轉(zhuan)化(hua)(hua)為(wei)數(shu)字(zi)政(zheng)府建(jian)設(she)(she)的強(qiang)(qiang)大(da)(da)動力(li)和堅強(qiang)(qiang)保(bao)障,確保(bao)數(shu)字(zi)政(zheng)府建(jian)設(she)(she)重大(da)(da)決策部署貫徹落實。
(一)加強組織(zhi)領導。
加(jia)強黨(dang)中央對數(shu)字政(zheng)(zheng)府建設工作的(de)集中統(tong)一領(ling)導。各(ge)級黨(dang)委要(yao)切實履(lv)行領(ling)導責任(ren)(ren),及(ji)時研究解(jie)決影(ying)響數(shu)字政(zheng)(zheng)府建設重大問(wen)題(ti)。各(ge)級政(zheng)(zheng)府要(yao)在黨(dang)委統(tong)一領(ling)導下,履(lv)行數(shu)字政(zheng)(zheng)府建設主體責任(ren)(ren),謀劃落實好(hao)數(shu)字政(zheng)(zheng)府建設各(ge)項任(ren)(ren)務(wu),主動(dong)向黨(dang)委報(bao)告數(shu)字政(zheng)(zheng)府建設推進中的(de)重大問(wen)題(ti)。各(ge)級政(zheng)(zheng)府及(ji)有關(guan)職能部門要(yao)履(lv)職盡責,將(jiang)數(shu)字政(zheng)(zheng)府建設工作納入重要(yao)議(yi)事日程,結合實際抓好(hao)組織實施。
  (二(er))健(jian)全推進(jin)機制。
成立數(shu)(shu)字政(zheng)府(fu)(fu)建設工(gong)作領(ling)導(dao)(dao)(dao)小組,統(tong)(tong)籌(chou)(chou)指導(dao)(dao)(dao)協(xie)調(diao)數(shu)(shu)字政(zheng)府(fu)(fu)建設,由國(guo)務(wu)院領(ling)導(dao)(dao)(dao)同志(zhi)任組長,辦(ban)公(gong)室(shi)設在國(guo)務(wu)院辦(ban)公(gong)廳,具體(ti)負責組織(zhi)推(tui)進落(luo)實。各(ge)地區各(ge)部門(men)要(yao)建立健全數(shu)(shu)字政(zheng)府(fu)(fu)建設領(ling)導(dao)(dao)(dao)協(xie)調(diao)機(ji)制(zhi),強化統(tong)(tong)籌(chou)(chou)規劃(hua),明確職責分工(gong),抓(zhua)好督促(cu)落(luo)實,保(bao)障數(shu)(shu)字政(zheng)府(fu)(fu)建設有序(xu)推(tui)進。發(fa)揮我(wo)國(guo)社(she)(she)會主義制(zhi)度集中(zhong)力量辦(ban)大事的(de)政(zheng)治優勢,建立健全全國(guo)一盤(pan)棋的(de)統(tong)(tong)籌(chou)(chou)推(tui)進機(ji)制(zhi),最大程度凝聚發(fa)展合力,更好服(fu)務(wu)黨和國(guo)家(jia)重(zhong)大戰略,更好服(fu)務(wu)經濟社(she)(she)會發(fa)展大局。
(三)提升數字素養。
著眼(yan)推動建(jian)(jian)(jian)設(she)學習型政(zheng)(zheng)(zheng)(zheng)黨、學習大國,搭建(jian)(jian)(jian)數(shu)(shu)字(zi)(zi)(zi)化(hua)終(zhong)身學習教育(yu)平臺,構建(jian)(jian)(jian)全(quan)民數(shu)(shu)字(zi)(zi)(zi)素養和(he)(he)技能培育(yu)體(ti)系。把提高領導(dao)干(gan)部(bu)數(shu)(shu)字(zi)(zi)(zi)治理能力作為各級黨校(行政(zheng)(zheng)(zheng)(zheng)學院)的(de)(de)重要(yao)教學培訓內(nei)容,持續(xu)提升干(gan)部(bu)隊(dui)伍數(shu)(shu)字(zi)(zi)(zi)思維、數(shu)(shu)字(zi)(zi)(zi)技能和(he)(he)數(shu)(shu)字(zi)(zi)(zi)素養,創新數(shu)(shu)字(zi)(zi)(zi)政(zheng)(zheng)(zheng)(zheng)府(fu)建(jian)(jian)(jian)設(she)人才引進培養使用機制,建(jian)(jian)(jian)設(she)一支講政(zheng)(zheng)(zheng)(zheng)治、懂業(ye)務、精技術的(de)(de)復合型干(gan)部(bu)隊(dui)伍。深入(ru)研究數(shu)(shu)字(zi)(zi)(zi)政(zheng)(zheng)(zheng)(zheng)府(fu)建(jian)(jian)(jian)設(she)中的(de)(de)全(quan)局(ju)性(xing)、戰略(lve)性(xing)、前瞻性(xing)問(wen)題,推進實踐基礎上的(de)(de)理論創新。成立數(shu)(shu)字(zi)(zi)(zi)政(zheng)(zheng)(zheng)(zheng)府(fu)建(jian)(jian)(jian)設(she)專家委員會,引導(dao)高校和(he)(he)科研機構設(she)置數(shu)(shu)字(zi)(zi)(zi)政(zheng)(zheng)(zheng)(zheng)府(fu)相關專業(ye),加快形成系統完備(bei)的(de)(de)數(shu)(shu)字(zi)(zi)(zi)政(zheng)(zheng)(zheng)(zheng)府(fu)建(jian)(jian)(jian)設(she)理論體(ti)系。
(四)強化考核(he)評估(gu)。
在(zai)各級黨(dang)(dang)委(wei)領導(dao)下(xia),建(jian)(jian)(jian)立常態化考核機制,將數字政府建(jian)(jian)(jian)設(she)工作作為(wei)政府績效(xiao)考核的(de)(de)重要(yao)內容(rong),考核結果作為(wei)領導(dao)班子和有關領導(dao)干部綜(zong)合考核評價的(de)(de)重要(yao)參考。建(jian)(jian)(jian)立完善數字政府建(jian)(jian)(jian)設(she)評估指(zhi)標體系,樹立正確評估導(dao)向(xiang),重點分析和考核統籌管理、項目(mu)建(jian)(jian)(jian)設(she)、數據共享開放、安(an)全保障、應用成效(xiao)等方(fang)面情(qing)況,確保評價結果的(de)(de)科學性和客觀性。加強跟(gen)蹤分析和督促(cu)指(zhi)導(dao),重大事項及時(shi)向(xiang)黨(dang)(dang)中央、國務院請示報告,促(cu)進數字政府建(jian)(jian)(jian)設(she)持續健康發展(zhan)。
